the worst thing for springs, because they don't get a chance to rebound and extend. So if it's been 13 years they are definitely sprung. :-)
Not really anything special you need to do in regards to a turbo or HICAS car. Changing rubber hoses as you've already mentioned, finding out when timing belt was changed, if ever. If not, it's due. Also inspecting exhaust and brake rotors condition. Probably surface rust on the rotors so might have to drive it a bit to be able to get an accurate condition of them once that's burnt off.
